There is an eResources Service Status page which shows scheduled maintenance, at-risk periods & irregular eResources unavailability. 

The table on the page mirrors the traffic light system:

Problem happening now Current Problem

At risk or scheduled maintenance At risk period or scheduled maintenance

Everything working now Everything working or individual resource working again/query closed

There is also a CiCS Service Status page shows planned, potential and actual service failures and maintenance.
