On order means the resource has been ordered and we are waiting for the order to be fulfilled.  When the item is ready it will display the site of location in the Get It tab or being available online if it is an ebook.

If the only copy of the item is on order you may be able to use the Interlibrary Request service to obtain this material quicker in urgent cases.
